CBF 600 SA8 Rear wheel spacer question

Hi.

I'm new to this and I'm changing chain and sprockets for the first time. It is also the first time I've removed the rear wheel of any bike. All has gone fine apart from something that just seems wrong putting it back together.

On the chain side the spacer has a flange. When I install this spacer it does not seem to go in far enough to be flat up against the dust cover. There is a small gap. Is that right? I have not bolted anything back up tight yet. I just loose fitted the spacer. Does it push back in flush once it is bolted tight? It is definitly exactly as it came out, I was very careful not to drop anything so I knew exactly how to put it back.

I have posted 2 photos, one of them with a washer in the space just to demonstrate the gap. The washer does not belong in there, I just used it to clarify the issue.

Gap is fine. If it wasn't there the seal would be rubbing against the spacer flange when the wheel turned.
