3G/4G is pretty much your only option for Internet, if no landline is possible and no long range wireless broadband service is available in your area. What's the 3G/4G signal like?
Some wifi routers can be setup with certain 3G/4G dongles instead of phoneline ADSL or cable PPoE broadband connections. Draytek's can do this, but make sure you can find a compatible dongle first as some models seem to only support non UK dongles.

The wifi from cameras to router will cost nothing in data as it's local traffic, so only the email/app notifications from laptop to Internet will burn 3G/4G data.
