Surprisingly, the CBF250 was apparently sold until 2012, so would be ULEZ compliant, but only if you can...
250/300 bikes aren't exactly thick on the ground, so the CB500F is probably the most likely to exist while coming closest to your requirements. ____________________ Biking is 1/20th as dangerous as horse riding.

Commuter - yup
75ish mpg? - 50 to 55mpg on my 50mile round trip, motorway, A road and a few miles of town.
Undesirable to thieves - definitely!
Won’t overheat (commute in London can be standstill) - shouldn't do, not experienced any overheating through Bristol
Light - no, 230kg ish
Maneuverable through traffic - good for it's weight
ULEZ compliant - no idea, unlikely
Max £2.5k - got mine for a grand
But, very reliable and low maintenance.
Shaft drive, so no chain adjustments required, takes 15mins or so to change the oil, which I plan to do on an annual basis, most of which is allowing the old oil to drain out.
Great bike for commuting in my experience |

Honda innova.
However, you might stand a chance of an NC700 for your budget if you shop around. Mid 60's mpg. Easy to ride. Undesirable to theives.
