If there is a GOOD spark, then it's likely fuel, but on my NS125R I had this problem and I changed the plug and the bike worked afterwards. They seem to be sensitive to spark plug condition.

But is it the right plug? A mate once got a bike for free because it wouldn't start. Previous owner had put a short reach plug in a long reach hole

hi,
thats the recommended plug, but its also crap.
most nsr owners i know swear by the silly priced iridium flavour (BR9EIX)
However, thats not relevant right now.
have you tried bumping it?
would, at least narrow things down a bit.

is the bike in regular use if not how old is the petrol. fresh petrol.is the plug getting wet. is there a good petrol flow from the petrol tap to the carb. try a bit of petrol down the plug hole then try starting it. try a new plug

forgot to tell you :
follow the wire black/yellow coming from the CDI and going to the coil primary (with some part to the revcounter)
this wire provide the condenser discharge in the coil primay
as the intensity is micro clean contacts is essential . so clean the coil contact and the terminal
also this bug symptom is when the engine turn the revcounter needle comes frantic
