But the main issue is if UK is not in the club then it will be even more of a problem to change or affect rules than if the UK is Part of the club.

My opinion is that UK should have remained but simply winged like a bitch about anything that wasn't British enough.
If the EU felt that was unpalatable then they could have kicked the UK out.
Then would the UK pay back any monies?

I doubt it.

The EU mostly works by qualified majority voting, so it doesn't matter if we whine about new policies, they go through anyway! We have a say in a technical sense but we are effectively already governed by fax from Brussels. The UK would have more influence outside the EU where it can use its significant weight and influence for its own cause.

Making an agreement with every country in the world is well within the resources of the UK gov.
