I wasn't sure where to put this but Lovely London will do as it seems most of his crimes were in that area.

I'm not going to even comment on his crimes, IMO he is a good argument for the death penalty.

Serial rapist Joseph McCann given 33 life sentences for horrific attacks. He must serve a minimum term of 30 years.

That is an utter disgrace. Now correct my maths if it's wrong but giving him 50% off for good behaviour means he should have to serve 16.5 life sentences, not 30 fcuking years.

Bollox to his human rights, he left the human race many years ago.

I hope he dies in jail but it shouldn't be down to chance, he should be told he's going to rot there, preferably in the deepest darkest dungeon in Dartmoor. He would still have been in jail if some stupid parole officer had done their job properly so perhaps they should accompany him to said cell as they are directly responsible for him being able to carry out the attacks.

No, because although I agree with it I accept there are many (wrong) people who don't.

What I have been thinking about though, If, as a Chief or Second engineer on a ship I did something that caused serious injury or damage in some way to one of the people I was in charge of, I would be prosecuted up to the level of manslaughter if that person died and it was found to be due to my actions.

So why isn't parole officer done for not following the rules that would have put this scum back inside but instead let him out to rape. His actions directly affected the lives of all the women attacked.

It seems H&S has more teeth and balls than the CPS.

Thats a good point. However I suspect nobody would do the job if it carried that liabilty unless they were paid some serious dosh. Also when dealing with humans rather than machinery it's a lot harder to predict and protect against that human factor.
In my last job the criminal justice service tried to palm off the monitoring of a sex offender on the service I worked in. The manager being a spineless weasil took the client on none the less. I refused to take on the client. My grounds being A, it wasnt my job, B we didn't have the resources, C, and not least I was getting paid at least £10k less per year than the people supposed to do the job. Mind you it was luck we were even told the circumstances. We had a client who we only found we were being used to monitor when he set fire to the block he was living in. He had set up a weed farm in the loft. The fire brigade traced electric cables to his flat. Afterwards the police owned up that they had seen to it that criminal justice social work referred him to us so we could keep an eye on his activities. Much cheapness you see £16k-£18k support workers V £30k social workers and plods.

Charging parole officers? Be careful when you turn over stones: something nasty may be lurking underneath!

I would expect said parole officer would cite pressure from their superiors to "get the right numbers" and then the superiors would pass the buck to the Home Office who'd then whine about Treasury cuts... etc.
