He decides the former as more of a priority over the latter.

He could have helped nearly 200 people in new roles, especially if they'd lost their job due to covid.

What he is pretending to do is implement the old theory of environmental determinism but he realises that it doesn't work in terms of creating mixed, inclusive communities, so instead he is just making it easier for non-white persons to win contracts. What the muppet isn't telling you is that the actual architecture and planned areas will be identical to those designed by whites, the only difference being that non-whites will get the fee.

1. Set-up company with ethnic sounding name like "Adebayo & Aziz Ltd" taking the most common Nigerian surname and most common Saudi surname hitting two profiles in the one shot,

3. Make cheap pre-built website, use lots of ethnic models from stock images,

4. Win public contracts,

5. Expense the shit out of everything, sub-contract work to other companies run by mates, etc,

6. Liquidate the company, you don't care if you deliver the contract or not,
