Today we have CBT which is good enough and it's claimed that plenty of other euro countries give a motorbike licence gratis after a number of years. In addition to the extra theory questions you've pointed out they also have the changing "hazard" video clip "test" which had a lot of criticism. There are separate theory tests for a car and bike which could have been combined and there is little accountability if they were to arbitrarily fail people.

It an extra cost from the state which isn't needed for the purpose of getting used to a bike in order to take a test.
A person that's passed their test on a chugging road bike is going to need time to get used to a new sports bike but they aren't paying extra for it.
