You might go as far as considering up to a quarter of the population are of little use in a post-industrial society. Factories, mines, farms... all things that are either on the decline or highly automated. Menial work that, with supervision, could keep less capable people busy.

Short of a mass cull of everyone who uses velcro rather than laces on their trainers I don't know what we should do with them. Nice war maybe?
