The TPS is your first port of call. That stops most. My landline gets a (maybe) one dodgy call a month. If you can get her to wait for 6 rings before answering, that will weed out more.
Edit: Just had a look for interest's sake.
The problem with call blocking is that you can only, AFAICS, block individual numbers, and you don't know what they will be.
The problem with whitelisting is that long-lost friends or whoever might be inadvertently disallowed.

Have a snoop around Curry's / PC World. You should be able to find a nice cordless phone with blocking built-in.
The one I have at home is set to dump all international, private, invalid and manually blocked calls to the answer phone. That plus the TPS... I get 1 or 2 dodgy calls a year.
I got my mum a similar model (with big buttons) that goes a step further. It has a "pre-call" answer machine filtering thing where you have to say who you are. If my mum picks up the phone the computer says "do you want to accept a call from <insert name here> ?"

Train her not to pick up the phone. Wait for message and then pick it up if it's someone she knows.
