It may have been meant as a joke, but there's some sense in that. Most disabilities do no mean you can't work or give something back to the society which keeps you. I knew a bloke with severe Polio who had great trouble walking. His walk to the bus stop every morning took him 40 minutes, where an able bodied person would do it in 5. He worked in an office all his life, when most now with far lesser disabilities will just sit on their arse waiting for handouts.
It's like the stickers you see on the back of cars parked in disabled bays, as a perfectly able person jumps out to go shopping....

But at the other end of the scale we've ended up with a system which is now far more than what it was intended - a safety net. It's now a way of life for the feckless and unproductive, who leech off the rest of society. It's now good enough for the third world, as you mention, to risk life and limb to come here, to leech off it, as life on benefits in the UK exceeds the quality of life working hard in Africa or some Asian/Eastern European third world sh1thole.
It's simple common sense. Or it might make some who are reliant on the state to feed them, get off their fat arses and find work, instead of expecting the magic money tree to pay for their existence.
