You could perfectly get to work very well on a 125 or 250cc scooter, and personally that's about all I'd ride as like said above, commuting isn't fun or interesting. Why would I spend Goldwing money on getting to work?

If you want a big or nice bike for some other reason then get one, but don't try and use commuting as a justification or reason to do so.

Theres one or two BCF'ers that have silly commutes like 80-100+ miles each way to work, and on busy motorways mainly where they want alot of fairing and screen, and a very easy relaxed 70-100mph cruising speed, and a lazy engine that doesn't need much effort to use. But other than that sort of specific situation with self imposed criteria then anything can be used for commuting transport.

One thing I absolutely guarantee is that if you buy a Honda Goldwing just for commuting to work only, you will realise its a mistake and pretty unsuitable for any busy urban environment. It'll cost more than a small car to run, and personally if I had plenty of free parking at work and wasn't fussed about journey times then I'd always choose a car over a bike, especially on the long motorway commute journeys like the above scenario.

There's a Royal Enfield dealer in Dundee you could look at a Himalayan. They look like a great winter commuter.
