Its not a lid.

It would have the protective qualities of a paper bag, and most certainly would not be road legal...

Also a paper bag doesn't have large spikes on it that could be potentially rammed into your skull!

If you just want the paint though, try plastec in Reading, I know they do custom paint jobs.
