Did you remove the mesh filter and hold it up to the sunlight to see the clear mesh or a round cloud?
The rubber/s have to be floppy and that black plastic/rubber screen with locating holes and valve flaps should be flat.

Should be no gunge just a layer of varnish / cloud.
Floppy means hold all corners and the rest should drop.
Pics of rubber or plastic pulse pump with valves,(left to right) also the flexible diaphragms which opens the needle valves.
