Can you request proper use of language clarification from anywhere?

I feel a general request and an official policy to define a turn of phrase in the English language which expresses extreme dislike and a high level of contempt for a mainstream political figure while leaving no leeway for being interpreted as in any way related to their race or gender is something this country badly needs.
