As far as I can tell the central fault-line was around WW1 when the International Socialists (Commies) in various countries split from the main party to look inwardly and became National Socialists (Fascists.)
WW2 binned the Fascists and the Cold War did for the Communists. Why anyone's bothering to keep either ideology on life-support into the 21st Century I've yet to discover... beyond "gibs"

I think it was last night's Triggernometry where they compared two adverts - one for US Army recruitment (all wokey lovey-dovey) and one for the Russian military (sentiment seemed to be "I'll rip your liver out and drink your blood!"). It might actually be that it can be got away with, considering the new style of technological wars that include attacks via internet systems on infrastructure etc. It's a gamble though, that you won't have to commit ground forces anywhere. History is full of examples of military organisation being caught by surprise because they misread or didn't have any contingency for either advances of tech. or got rid of all the traditional forces for tech. exclusively.
Each country has to look at its interests around the world and assess potential threats to those interests. Some might need to invest in ground forces more than others.
Ideological war seems to be the one the West was unprepared for this time around though, the enemy being largely within.
