I bought a Honda Sh125 and I just can't figure out what does this MOT advisory mean???

"Nearside (reserve travel low)"

Does it mean reserve travel low?

Nearside brake lever moving too close to the handlebar? (That's assuming the nearside lever operates the rear brake ... I'm not familiar with this scooter)
