Only a certain amount of time is allotted for a debate and second vote (which would only require a simple majority) so if a Senator totally doesn't like the bill (rather than just objecting to a particular detail) they can just waffle on to run the clock down (what the Septics call a filibuster) and the second vote doesn't happen. Effectively this is a veto power.

It'd be nice if there was some sense and they just baked a veto straight in after the first vote failure but hey, I'm sure Senators get an attendance allowance just like the House of Lords. Wouldn't want these politicians roaming the streets begging passers-by for spare change Rolling Eyes

It's usually a group of senators that act in relay to talk a bill out. It's seen as a measure of protection against 'the tyranny of the majority' and would be fine if it were just used for that. Instead it's been used to attempt or sometimes successfully block important legislation on principle of dogma (Civil Rights on two occasions, the arming of merchant vessels for defence against u boat attacks in WW2 ). It can be prevented by a 60% majority voting for cloture which shuts the debate down immediately.

Interestingly, it's used a lot more by republicans than democrats - read into that what you will.

So they do find it quite easy to identify fraud in elections then. Funny that no fraud that could have swayed the result in the presidential elections was found.

Regardless, you’d have to admit there’s a desire for changes to be made, either to address voters’ valid concerns, or to close loopholes which allow voters to cry wolf, depending on which side of the fence you’re on.

Apparently the Democrats have been pushing for this reform since 2018, blocked by a Republican Senate because, with some justification, elements of it might favour Democrats. Otherwise it looks to have some sensible provisions but you have to wonder, is it really this difficult to run an election?

It might not get her off the hook entirely but it'll certainly drop the $1.3billion down. The defence can easily prove their client had been widely discredited in the press and therefore the damage to Dominion was minimal if any.
