The small scale charity efforts (largely religious I suspect in the US) seem to be effective, doesn't seem to scale out I'm suspicious of government led "safe zones" for taking drugs - free needles provided, etc. - versus the "gotta be cruel to be kind" attitude of the private programs where it's Step 1: get off drugs.

As to the political link it was just the Tucker Carlson video. Obviously he's going to blame the Democrats which is why I subsequently mentioned Texas and Florida. That hints at localised wealth and weather being the biggest attractors of the homeless (NY City being pretty chilly in the winter.)

Personally I think Biden is a hard nosed aggressive machine. He's hacked his way around the snakepit of Washington politics for over fifty years and is as ruthless and smart as they come.
