Ok chaps got an odd one here.
Two identical Dell Vostro 470's except one has 8GB of ram and the other 16GB.

The 16GB one will run a 730 or 1030 card no problem. The 8GB one will run a 730 but won't post with a 1030 fitted. Both have a 350 PSU so should be fine, even tried a 550 one in the one that won't post but no go.

Any idea what the problem is?

Is there no difference in peripherals connected to them, drives installed, fans installed, CPU installed? Anything that would mean the power draw on one is greater than the other? 350W is shit tier.

No differences.

350w is low but I don't need anymore.

I am stumped, I thought it might be peak draw but if there are literally no differences other than RAM it's not that.

Then I thought maybe it's a hardware failure in the slot for the card, but it can't be that since the 730 is working fine in the same slot. Is there only one PCIe slot (have you tried the 1030 in other slots)?

It's at the POST stage, so it's not a software issue in Windows or driver issue. Can you flash the motherboard to the latest BIOS? It might be differences in BIOS set-up between them?

Thats about the only thing I can think of, I'm going to check the BIOS version and confirm the settings are the same.

Sorry if this has already been posted, have you swapped the ram between the two systems?

Do you actually get a display, or nothing at all? Any beep codes?

It's not something stupid like it's trying to default to the onbaord graphics on the mobo?

Do both machines have the latest/same version of the BIOS?

I think the issue is the BIOS version OR the PCIe port might be dead. That being said, if you make it to the BIOS, check what is set as the primary graphics adapter in the BIOS, the options are mostly IGP or PCIe.

Sorted now so thanks for the help chaps.

The one it worked in had the A10 Bios and 1600 memory, the one it didn't had A06 BIOS and 1333 memory.
Updated BIOS to A14 and swapped the memory and it works now.

I don't think the memory was an issue but the one with the 1030 is for me to play things like Homeworld or Halo Wars whereas the other is just used for office work and will have another 8gb added in a few days.
