I always thought that the legal requirement was to carry your license, your insurance & MOT certificates with you when out on/in your vehicle. As as been said 'to be produced upon demand of a uniformed Police Officer'. The HORT1 was introduced because nobody actually carried all these documents, and rather than arrest everyone that couldn't provide them, the driver/rider had 7 days to do so at a police station of their choice?

The actual wording of the act doesn't specify "when" the documents need to be produced.

You are NOT legally obliged to produce ANY* documents during a stop & any police officer who claims otherwise is lying to you.

*Disclaimer to the pedantics who will raise the times when certain motorists are obliged to carry & produce certain documents.

reason for not carrying license - might get wallet pick-pocketed, and have to send off for replacement license, then get it back to discover entitlements have gone

There's no point carrying anything, let alone having insurance or adhering to any traffic laws. There are no traffic cops near me. I haven't been pulled since the 1990s when I shit you not, it was every other night, sometimes twice.

I was working odd hours, and the car was a sheddy old Escort tarted up to look like an XR3i, with a loud exhaust and blacked out rear windows. Probably deserved it tbh.

Consequently I see cars running red lights, speeding where there aren't any cameras, middle lane hogging and nobody does fuck all about it, as we're a nation policed by remote surveillance and the real crims know where all the cameras are.

This absolutely rips my knitting.

EDIT: Just realised that I also haven't been pulled over for years other than as part of a roadblock to randomly breathalise people. When I started driving as a teen I was pulled over regularly though.

I got pulled over just before Christmas. Asked to produce licence, registration and insurance, couldn't find my insurance on my phone but he didn't seem concerned and said just show it to me after I've processed your details.
Returns five minutes later with a ticket and says my insurance is good no need to see the stuff on my phone, even the medieval yanks have embraced some technology. Laughing
I've argued the toss with the Britsh police, the French police and some proper unhappy tooled up Spanish police ( only time I ever got locked up was in Spain but that's another story), there isn't a cat in hell's chance that I'm going to argue with a Deep South trooper though because these fuckers shoot first and ask questions later.
