If I remember correctly, helium is almost impossible to store permanantly simply because the size of the molecule is so small. Combined with the fact that it's a noble gas, it doesn't readily combine with any other element, unlike hydrogen, so once it's lost to the atmosphere its gone forever.

What I was thinking, the western Isles aren't exactly known for their moderate weather- if it get too windy for ferry-boats...

,, the backstory appears to be that a fund has emerged to promote 'greener' travel in that area and guess who's after a slice. Gotta love the way they paste their 5 year old image onto any aerial photo they can find.
