CBF 600 SA4 will not Start

Bike has been off the road for 8 months. Its a CBF 600 SA4, 17,000 miles with carbs and manual choke.
Prior to going in the garage, carbs and tank drained and battery removed.
Now trying to get in back on the road, but will not start.

1. New fuel.
2. Full charged strong battery.
3. Strong spark at all plugs.
4. Engine turns over but does not even attempt to fire.
5. Plugs dry, so to me points to fuel problem.
6. Carbs are all clean and no signs of crap in there.
7. Outlet from tank working fine, attached pipe from outlet to a clear container. Good flow so obviously vacuum working etc..

Any ideas from the wider community

This a vacuum tap or manual petcock on the fuel tank? If none of the plugs are wet that points to a central blockage.

I know this might be awkward, depending on the engine layout, but in diagnosing a mis-firing scenario on my father-in-law's bike we went as far as dropping out a float bowl to make sure the fuel was pissing through. Might help in diagnosis (or peace of mind) to know the float would fill up when turning it over.

Have you tried EASY START SPRAY direct into the air intake for an engine cough?

Crack a drain screw on a carb and see if anything comes out.

If it's dry, fuel isn't getting down to it. Could be a stuck float needle - tapping the carb with a screwdriver handle tends to free them off. Could also be upstream, fuel tap or pump if it has one.

If it's wet, is it water or fuel? Empty tanks get condensation. Water is heavier than fuel. So you may have water at the bottom of your tank.

Or, no fiddling version, particularly if you have an optimate fly lead attached for easy charging. No choke, messing around with the throttle, crank it until it starts or the battery goes flat. Sometimes they just need a bit of persuasion to start. Once running, the heat and vibration tends to free things off fairly quickly.

Yep dry plugs after first start likely means no fuel. Crack drainscrews with some fuel going in to make sure its drawing. Float needle can become stuck when being dry, worth investigating.
