I'd have thought that Cars, lorries, trains and other larger capacity machines would be the first for the chop if pollution fears grew anymore.

Current bikes are really bad for pollution (a 2 stroke scooter produces more polution than a modern bus by a substantial amount), but that will change but just adds to the cost of bike.
Speed limiters are probably more likely. Probably start out at a speed regarded as high (say 120mph) and being compulsory, and then get wound down towards the speed limit. However more likely is that there will be some kind of GPS limiter which will limit the bike to the speed limit on that road. However the guy doing the research on these limiters on cars has no interest in investigating their use on bikes as he thinks bikes should be and will be banned.

No offence but...
Big load of arse tbh, theres roumours all the time, from papers, government "leaks" and commitie suggestions all suddenly become a 100% defenate law OMFG TEH BIKES WILL BE BANNED!
Bikes (as far as i know) are MORE efficient at high revs than low, so restricting them makes no sense...
