Bolt croppers might be alright, but wire is ductile compared to a bolt so any misalignment in cheap cropper jaws and you might find the wire slips or stretches between them rather the cutting.
I have an older pair of these at work which for a single handed tool are surprisingly strong: Knipex wire cutters . They'd be my tool of choice for this I suspect. ____________________ I am a bellend, I am a man of constant sorrow, I am a gummy bear, I am a rock. |

Knipex cutters are superb as are Lindstrom but mucho dinero signor. Mucho dinero...
The wire is usually attached the stab with staples and the technique for removing those is to drive a rounded wedge into the staple and lever it away from and out of the stab. You should be able to adapt something to do this quite easily.
I always use fencing pliers for this job as they have the requisite pointy wedge with an anvil that you can whack with a hammer to get the point under. They also have built in wire cutters, and jaws designed for wrapping wire round itself. They're around £15 from Amazon or pick a pair up from your local farming supplies place
