Moped licence questions

Hey everyone, this is my first post for a while and I have a couple of questions on behalf of my brother.

He passed his car test at the end of 2018 and has a category AM moped entitlement.

His CBT was done before he passed his car test, but was still valid at the time therefore does that CBT validate his full moped entitlement or does it need to be done again after passing the car test. (I have a feeling its the former but would like this confirmed)

Secondly, being category AM does that exclude him from driving older mopeds with a top speed of 31mph as opposed to the newer ones with top speeds of 28mph.

I know it is only slow arsed moped stuff here but he was thinking of getting an old school 80's ped to restore and then occasionally use to drive across town to work.

Dunno about the licencing part but if speed is the issue, I'm pretty sure if it was made before 1976 and can be moved by pedals, there's no speed restriction at all. My Honda PC50 used to do 45mph.

I think he is after an 80's bike like a DT/RD50 which usually do about 30-35mph

Yep I agree. There were various licensing changes over the years for mopeds from had to be moved with pedals to designed to go no faster than 30 down to the current down to 28 mph ones affected the vehicles that were licensed as mopeds registered in those years. The ones from previous years are still mopeds and can still be ridden on a moped license.

The license category hasn't changed. The full moped license I have is identical to the one you would get now.

So I'm fairly sure there was a change in 2013 to licencing (along with a few other things) around mopeds. If you passed your test before 2013, then you can ride any 49cc or less moped made between 1977 and 2013 with a CBT on your car licence. These mopeds are (supposedly) limited to 30mph max. Before 1977 I believe some "mopeds" were able to go much faster and therefore under current rules, are not classified as mopeds, despite their capacity theoretically qualifying them. After 2013, unfortunately the restriction to the 45kph (28mph) variety of hopeless two-wheelers and excludes the vast majority of historic mopeds.

However, the bigger question is do those historic mopeds qualify as A1 vehicles in which case a CBT in combination with being at least 17 years old (which is the case) would cover it? I don't know the answer to that one unfortunately.

Edit: I am only familiar with the first part because a regular question on the Honda C90 forums is if a 16 year old can ride a C50, but the answer is "No".

This is where the confusion lies.

Myself I passed my car test in 1997, so my licence says category P which is supposedly up to 50cc and can be moved by pedals, or if manufactured after 1977 limited to 30/31mph and I wouldn't need a CBT

His licence says AM which limits him to newer peds restricted to 28mph?

I know it is only a 2 or 3mph difference but it could put you on the wrong side of the law.

Most of the town is going to get 20mph speed limits soon, so either would be fine for short hops to work etc...

It's hopelessly complicated unfortunately.

Question: given he's at least 17, why doesn't he just do his CBT then he can ride a 125cc scooter (or even geared bike) which will have no problem keeping up with traffic anywhere other than the fastest roads? Mopeds are really only any use to a desperate 16 year old who can't wait a year.

49cc modern 4T mopeds are truly appalling - I out-accelerated one on my push-bike this morning.

Go on gov UK site and check the dates and it should make sense. It's not a well known fact.
