There's a bloke in my marina who runs around on a monowheeled thingy like this. Either hes very competant or it's easier than it looks because he stops, starts and manouevers without falling off the thing or even putting his feet down.

Totally illegal though. No insurance tax or MoT no VOSA SVA no nothing. If it lets go (which they do) you've got a 50kg projectile hurtling down the road like a Barnes-Wallis bomb.

The vast majority of people can't sprint at 15mph and almost nobody can do it for a sustained amount of time. Comparing apples and oranges I am afraid.
Simple matter of fact is that powered transport causes more serious injuries to pedestrians than another pedestrian simply sprinting into them.
Force can be equated by either mass multiplied by acceleration, or, by mass multiplied by (velocity divided by time). Simply put, as the mass cannot readily change: the higher the acceleration or the velocity then the greater force on impact.
This is the basis of why we have licensing requirements for powered vehicles - they cause more severe injury. So yes, these uni-cycles, e-bikes and e-scooters should all be licensed the same as motorcycles and cars. They cause more injuries and more severe injuries than would happen without them. This is balanced by improving the abilities of their users from untrained and miscognisant to (hopefully) more safe and vigilant.
I have nothing against the devices, the same as I have nothing against firearms. They are simply tools, it's how a person uses them that makes the difference in their safety. As such, I would make CBT compulsory for anyone using a bicycle (manual or powered), e-bike, e-scooter or any other form of powered, small form-factor, individual transportation device. There would be no requirement for a "full license", simply CBT under the existing regime for motorcycles. I would further make it compulsory that everyone using any of these devices have third party insurance and bear identifiable registration plates.
