Russia has the experience with fucking with undersea stuff with subs but the sea there isn't really deep enough for subs.

Conversely, it doesn't need specialist equipment to explode something that deep unlike fucking with comms lines plus explosions underwater propogate far further and do more damage than in air so some sort of drone.

Not sure exactly what the motive would be for Russia to do it but wouldn't put it past him to crash and burn the pipeline just because.

Can't see any players in the Baltic sea trying to increase NATO involvement either.

Also can't see anyone outside of the baltic having a drone that could go that far without detection.

So, I go with Russia.
