All I can find is an anonymous quote saying he's 'Nasty and difficult' I should think that covers a great number of work collegaues/bosses.

Admittedly Guido Fawkes is a Tory Boy but there does seem to be a dearth of real bullying examples unless you count ‘micro aggressions’, and not being a Socialist. Raab is the head of department and therefore might be expected to regard poor performance from experienced staff with disdain. I think these civil servants have led a sheltered life and are used to running ‘their’ department as they see fit, regardless of who is in government. Ministers probably have a battle on their hands unless they just let it wash over them and wait for the next reshuffle. It’s probably why nothing changes despite who you vote for. You can’t vote for the senior civil servants who actually run the show.

Really? My previous scs was a kiwi that had spent most of his career working in the capital building area.
These aren't the people you see when you sign on, they have managed to get to the highest echelon of public service and have for starters have to negotiate their annual salary.

A lad I know works for the civil service, he says almost all of his department is staffed by temp agency workers who give zero fucks because they're on a precarious contract and are paid fuck all. Most of them are button pushers processing forms and applications all day.

I have no idea if this is the case across many other departments, but I daresay if there is an upper management guy swanning around and harping on about "high expectations", the complaints and/or shortcomings from staff might simply be pushback because they feel undervalued or unsatisfied.

Raab might not even be that bad, and indeed might even be quite tolerable, if it was worth it to tolerate him.

These aren't the clerical factory civil servants who process benefits or look at tax returns, these are head of department potentially on £100k a year people.

If I were in one of those clerical places at my grade I'd be managing 50 or 60 people, these civil servants are much higher than me and potentially resposible for £100 million plus projects and departments.

Civil servants at that level aren't allowed to do politics and are expected to remain politically neutral and to follow the policies of the government of the day.

SPADs, however, are entirely different and are chosen specifically by the ministers of the day.

Even I'm not allowed to declare a political affiliation if it could any way be construed that I'm speaking as a member of a government department.

Departments do take on the flavour of the Minister in charge, you should have seen some of the pronouncements out of the Cabinet Office over the last couple of years, a lot of which have recently been reversed....

I thought it would be helpful to show the recognised military equivelent within the civil service of senior CS.

1* SCS - Commodore, Brigadier, Air Commodore
2* SCS - Rear Admiral, Major General, Air Vice-marshall
3* SCS - Vice Admiral, Leiutenant general, Air Marshall
4*(Inc. PUS's) - Admiral, General, Air Chief Marshall

Within civilian government these are considered to all hold equal authority and responsibility.

There's a the level of person who is likely the ones complaining of bullying behaviour.

All senior public sector posts are politically restricted. That doesn't mean that the post holder can't have political views but it does mean that they aren't allowed to let those views interfere with their professional role or express them publicly.

There are severe penalties for breaking those rules up to and including misconduct in a public office which carries a maximum penalty of life imprisonment.

These aren't run of the mill admins and public facing workers, these are senior, experienced and professional officers that manage large budgets and large workforces.
