It's rather an apt comparison in my opinion. Communism is the control of resources and people. Greedy and selfish people get into positions of power and abuse the system, taking advantage of people without the ability to resist. It happens every time.
Prisoners are pretty powerless and once you attach an economic output to them it's only a matter of time until someone takes advantage. There are plenty of examples of this in the US and other countries. If you dig into the problems, you'd quickly conclude it's a bad idea.

Fair treatment is really only possible (not guaranteed) when all parties are equal. It's why equality under the rule of law is a key principle of our culture.
