If its found to have been ignition of methane then the plants involved should be looking at prosecution.
Methane is invisible and odourless but easily detected using detection systems.
The systems require continuous maintenance and periodic calibration.
I would 'assume' the sewage factory and cow factory would have basic gas monitoring to protect life and property.

I worked for a drilling company that operates offshore rigs.
One of the rigs had a massive fire when methane from the well leaked during operations.
The gas can get dissolved in the drilling mud, like c02 in beer/cola, and is released when it meets the atmosphere at surface. Everything within a certain radius of 'well centre's has to be explosion proof and no smoking or naked flames allowed in the areas. Investigation pointed to the coffee pot in the drillers cabin.
The fire destroyed a load of equipment on the ship and put several men in hospital. Ship was in Dock for 8 mth.
It turned out the gas monitors were 'out for repair'.
It was all hushed up but responsible people were let go. Or Keel-Hauled
Not sure if anyone got the jail. That outcome should have been on the table though.
