Gilera runner 50 sp problem (2stroke)

Problem is as follows cant start without a bit of throttle when i start it idles at 1,5k rpm doesnt do anything as i rev to 3k rpm or over it sticks at 3k rpm for a minute or two no sticky throttle or throttle body too
possibly auto choke? but i have no idea help XD

I wouldnt say stalls idles fine even at operating temp pulls to its just that 3k rpm im worried about
