5G is better than 4G - more data, less latency. With that the phone makers can be more ambitious about the biometric data they collect. Instead of a sampling of where you are and what you're up to it'll be a live stream. This will dovetail in nicely with AI for analysis. (The East German Stasi recorded everyone's phone calls but there wasn't the man power to analyse all that shit at the time.)

Nothing to do with Local Government. National Government decided that planning permission isn't necessary, just a toothless notification and consultation procedure. Local Government is ordered to administer this procedure to give the impression that the public have a say at a local level...
