Simple question, is the PayPal app worth having on my phone or will it just sit there being app-fluff?

It's handy if you want to send money to someone on the spot (who also has a PayPal account) and you can get notifications of money going in and out so yes, fairly useful. Banking apps have thankfully rendered PayPal redundant.

I found I had some cash hanging around in my PayPal account so wondered if I should just cash out or if it would be handy just have the app as something insulated from my main bank accounts which I dont really want accessible through my phone.

No banking app, fair enough. An alternative to PayPal might be one of the "Cash Card" / pre-pay Visa style of thing, a lot of those have apps now but you'd have to check how easy/quick it is to send money. PayPal works really well when both parties have a PayPal account but it's not as ubiquitous as it used to be.
