Slides over flatbar. You get it on P-clips (see picture) and it's used on exhaust hangers. I want to get some to use on my mudguard stays but I have no idea what this form is called to search for it.

You probably already got as far as finding those items you might have to buy one and modify it rather than hope to find rubber sleeve to fit your own strap.

That's the stuff, looks like it's tricky to order though.

The English version of doggones stuff will probably do the trick though. Similar enough to do what I want.
