Took panels off yesterday to chase side stand wiring as suspected faulty, but found random bolt above the chain which looks like something is missing. See video. Any ideas what should be there??? Thanks

Someone might have thought it would reduce chain flapping about, if it was to hold some kind of guard it wouldn't need a massive bolt like that.
I would take it out, eventually it might somehow end up in chain or tyre.
