Can anything be done to stop the rot..

.. we all know that once the (salty) water gets in and behind - the powde coat is shed. Can chips be touched like paint or even with paint?

Don't see why not ... your standard rattle cans would take a few coats to build a decent layer up ... might be better to get a pot of enamel paint and touch it up with a small brush, should be harder than the powder coat.

I'd probably go with some poyurethane paint, it's hard as nails and sticks well to bare or even slightly rusty metal.

Id go fore those small pots of model enamel by Humbrol and a brush. They do loads of colours so a decent match should be easy
