Simple single-pull carb slide...
Disconnect the cable from the carb end and check the throttle twists freely and cable moves back and forth. Check the routing while you're at it for kinks and sharp bends.
Ideally take the carb off the bike. If you turn the carb upside down one would hope the slide would fall out under gravity. Pop it back in and check it moves smoothly, any grit in there? Maybe the needle is bent slightly and hanging up on the needle jet. Slides also have a particular orientation, make sure it's in the right way round
What's the spring like? If it's non original or been cut down it won't have the strength to offset the friction in the throttle cable and more importantly, overcome the pressure of incoming air on the downstroke.
Put the carb back together with the cable and spring. If I remember correctly, the C110 throttle is one of those internal ones that pulls a metal slug in and out inside the handlebar on a cam peg from the twist grip. So it pulls the cable in and out rather than wrapping it round the twist-grip.
So that mechanism can get gummed up, may just need to be cleaned and lubricated.
