I know you said it was not the battery but but humour me, clean the terminals and then have a look at the starter solenoid contacts / earth and the starter motor contacts.
If you can make sure the noise is coming from the fuse box and not somewhere else this would help. Go out in the garden and rob a foot of hosepipe, stick one end in your ear and the other end will pin point the noise very acurately  |

Yup sounds like the cold weather/moisture has effected the fuses/contacts. Check them all over, clean them up where neccicary and spray in some WD40.  |
