full exhaust system?

ive got a remus end can (not for road use) allready on my zxr400

but

would it be worth getting a full system for a bit more power.

do i just need the downpipes and the rest will fit swimmingly.

more importantly would it make my bike loud.

If you can find a full system at a decent price then go for it. You will definately need a jet kit, and some time on a dyno to set it up properly to gain anything from such an exhaust. Ive heard that the ZXR400 engine responds well to light tuning, as well as race tuning work for the 250/400 racing classes. You should expect a decent race can with a K&N filter and jetting kit all set up properly to give you around 3-4bhp on its own, a full race system is likely to gain you slightly more power still.
