Make sure the fuel line isn't kinked or the fuel tap blocked. It does sound like a fuelling problem, does it stop running faster if it's revved higher? (I know revving a cold 2t isn't clever). Run it till it dies, then see if there's anything in the floatbowl on the carb. If it's empty then there's no fuel getting through.
Alternatively, it's rapidly siezing after a minute's running, then running when the piston has cooled down and shrunk a bit. If there really isn't anything wrong with the fuelling ____________________ I must not be a troll...
