does this mean i cant put my reg plate on a different bike or i cant put a private plate on my bike?

That is correct, it cannot be moved to any other vehicle other than the one its on currently.

Don't these normally refer to Q plates, or to plates issued to old vehicles to replace those which have been transferred to another vehicle?

Normally yes, my GPZ500S had had a Private reg from new so never had a registration number issued to it.

So when the first owner retained the Private Reg, the bike was issued with an age related registration and thus it was non transferable.

also affects all previously registered imports, for the same reason.

I thought you could transfer number plates, you just cant make your vehicle appear newer than it actually is!

Well all plates bought through the DVLA have a different prefix to 'normal' plates, and I assume you can't just 'swap' plates with someone. Eh?
