changing steps to a slope

I live in a terrace house theres 4 houses on the block.
Theres one set of steps and one gennel leading to the back of the houses.
The steps are in 2 blocks and am wondering if it would be possible to get them made into slopes to get the bike up.

I thought about either telling the council that my disabled relative can not visit because of the stairs and see if they will do it for me.
Or just ask the neighbours if they would mind and getting someone to do it for me.

I could then put some sort of hut in the front garden as i dont think i could get it round the back as my house is the end house

Any ideas?

The council wont allow it, its shared access and in icy conditions it will be a bit leathal,,, the only possible option is make a ramp out of a scaff board or something to put down on the steps to get your bike up and down. then you can just put it somewhere out of the way when your not needing it.

A piece of half inch plywood, a railway sleeper or similar cut in half diagonally, a load of nails, a saw and a hammer. A tape measure could be useful too. About an hour of your time with a little preparation.
