Dunno, CDI? If it is fully derestricted, it should see the fun side of 90.

Could possibly be the CDI if it's not already doing 90. A race exhaust might help with an extra 1-3hp but it should be doing more than 70 as standard.

Does it get to the redline in 6th?

If there are no other exhaust or intake restrictions in the whole intake/exhaust system, and the throttle slide does open fully, and the engine is not worn out or knackered, then it can only mean one of two things i would say.
1, Power valves not opening/sticking or restricted. (to test this id disconnect the cables, and manually rotate the power valve pulley on the cylinder barrel fully in each direction and then go and test ride the bike to see what is happening.

2, The CDI could be restricted (especially on an Import bike) probably by means of retarding the ignition timing at high rpms, below what it needs to be for high rpm operation, thus acting as a kind of soft rev/power limiter.

Have you done a compression test, and also checked for all the simple things like a clogged air filter, or blocked exhaust system. Two strokes need a de-coke at least every 10'000miles to stop them getting clogged up with carbon and deposits that reduce performance over time.
