Possibly water in the switch, or a dead solenoid.

It is a type of relay. The thing that goes 'click' when you press the starter button and sends the power to the starter motor.

Is it going click when you press the button?

You can find the solenoid by following the big fat red wire that comes off the battery, it bolts onto the top of the solenoid at the other end. It should click when you press the starter. If it doesn't, the problem is in the solenoid or the switch side of the circuit (there are sometimes other relays in there too). If it does click, the problem is between the solenoid and the starter motor.

There are also often safety interlock switches, so for example, a lot of bikes wont turn the starter over when in gear unless the clutch is pulled in. The clutch microswitch is often a little flimsy. It should start in neutral though.
