Piaggio X9 electrical probs...

My brother's Piaggio x9 is being a bit of a bugger. When he started it, there was a loud whirring sound, so he cut the engine, and the whirring sound persisted 'till the battery died. I'm fairly certain it's the starter motor, but i'm not sure which part of the electronics would be responsible for it sticking on.
