Logic would say the Bandit to me, but it is a bit of a heavy lump so you'd probably be overtaken by milk floats if it was restricted to 33bhp...
On that basis the NC30 would probably be the best bet - nice and light and closest to the original power output.

Count the 400 off your list. Parts and reliability aren't as solid as the 600's (in my mind) and the 400 is quite small, so comfort will be an issue.

Zx6r of Bandit. Well, you're a 'noob' so you might drop it. Drop an ninja and it'll cost you more than if you drop a bandit. But you can fit crash bungs to reduce this.

Equal mpg it seems, on my commute I get about 52-58mpg on a J1 Ninja. Ninja will handle better on the quicker roads but not as easy to manouvre through traffic as a bandit. Both bikes aren't bmw's so I guess you'd want to get off both after 2 hours in the saddle (I do on my ninja and hornet!)

So, all those factors you mentioned are dependent on what you're going to use it for - commuting, a fun toy at the weekend etc

Out of those, the bandit. Removing the balls from a sportsbike isn't going to make it much fun, especially considering the higher insurance premium. That is the same whether it is restricted or not, so far as I am aware.

Out of your list here I chose the bandit, thats because I like the look of them. Given my own choice if I am lucky enough to pass my test I will be looking at a hornet, fazer or the bandit, will have to look into what the insurance is gonna cost me, am 35 so am hopefull wont be that bad, fully comp at moment on my yr old 125 and that is only £155!
I am informed that the hornet is a good reliable first bike, size wise it fits me like a glove, nice, comfy and I cant place both feet flat on the ground, it doenst seem too heavy for a girly niether

I chose the ninja.......because...erm....well I chose the ninja, I bought one after being on the 125 for 6 months, I have been out on a bandit 600s, but didn't feel comfortable, my next choice would be the vfr400, I have one for track use and love her to bits.
