I ment, why are they manufactured, what are their purpose? Do they improve handling or anything like that?

Hi

They raise the back of the bike. Idea is that they steepen the steering head angle (for quicker steering) and push the centre of gravity forward (only a tiny amount) to put more weight on the front wheel. Also give a touch more ground clearance.
