I shouldn't see there being a problem, but why get a bike that has a mod to increase power, if you need to lessen it? Sounds to me like you need to find a standard bike to restrict, not one that has had work done to improve power. The full Aky system is supposed to increase the SV power by about 4bhp - 2Kw, although to get this I would think it also need to be jetted/mapped correctly. In theory the plate after the carb should restrict it by not allowing enough air in to provide more than 25kW. In practice not sure that this will be 100% correct.
However I agree with Fuzz on finding a non played with bike. Fair chance that the Akrapovic system will be biased towards top end power at the expense of low down power. With the restrictor you will still loose the low down power but not have any gain in top end to go with it.
