obviously a game designed for a Win95 system, it runs way too fast

i.e a patrol is a damn fast walk, a walk is a run, and a run is a blitz, there is no way you can coordinate what you need to on this game when it runs at this speed

there is no in game option to adjust game speed

so am i screwed? and is this the case for lots of old games running on high spec systems?

Probably your CPU speed that's the problem. You could buy an old computer for not a lot of money if you really want to play the game.

Maybe you can bodge-it by running lots of other things in the background to slow up your computer?

I remember my old man had this problem a while ago with a game he was trying to run, think he managed to sort it out somehow. I'll have a word and see if he knows what you can do.
